Measurement remains a significant challenge for learning executives, but companies that can incorporate key practices into their assessment methodologies stand a good chance to see improvement in their measurement initiatives.
With economic conditions unclear, CLOs are in a dilemma regarding measurement of their learning initiatives. They must demonstrate impact on business, but in order to command, or even request, resources to document impact, CLOs must have documented relevance. Even with this constant pressure, research shows there has been positive movement in the use of metrics and measurement.
Every other month, IDC surveys Chief Learning Officer magazine’s Business Intelligence Board (BIB) on an array of topics to gauge the issues, opportunities and attitudes that make up the role of a senior learning executive. This article examines CLOs’ thoughts on the topic of learning measurement.
The Economic Crisis Response
When the survey was fielded in January, the economic crisis was acute. Five months had passed since the credit crisis caused bank failures. The new president was about to be sworn in and the economic stimulus plan was still being drafted. Even so, nearly 25 percent of respondents felt their companies were performing better than they had expected. More importantly, about 25 percent felt the learning organization had a significant role in helping execute their enterprises’ response to the crisis.
Unfortunately, that means nearly 75 percent of learning organizations had something less than a significant role. Read more…

I recently attended a two-day ROI certificate class sponsored by ASTD and conducted by Jack Phillips, Ph.D. of the ROI Institute. Going into it, I felt pretty comfortable with Kirkpatrick’s Four Levels of evaluation in general – but when it came to things like assigning dollar values to the outcomes of leadership development classes … yeah, so that part wasn’t happening. While my hopes were high, having attended my fair share of one and two day classes, my expectations were pretty low. With that in mind, the main things I was looking to get out of the class were:
Overall, I was pleasantly surprised – a lot was packed into the two days. The class was based around a series of case studies that were both easy to read and apply. The well-documented methodology included a set of guiding principles, helpful when you need to make a judgment call. The instructor was knowledgeable and able to answer all of my questions (and yes, being an instructor, I am probably one of the worst students). I walked away from the class with a workbook, job aid, book on the methodology, book of case studies, and a solid understanding of the fundamentals of calculating ROI. One of the other benefits was the opportunity to network with a diverse group of practitioners. Additionally, the ROI Institute has a number of templates available on the website.
So, did the class meet my expectations? It actually exceeded them. I only wish there was more time available to work through my own project. But, to that end, the instructor committed to reviewing my project. In all, the class, held in Chicago, was $995 (ASTD member price). Airfare, hotel and meals brought the final cost to around $1900 … and yes, I will be performing a ROI analysis on the class.
